Independent Expert & Consultant in Information, Documents & Records Management
Carlota Bustelo brings over four decades of expertise in managing information, documents, and records across public, private, and non-profit sectors, primarily in Spain and Latin America.
Her independent consultancy journey spans three major ventures. In 1984, she co-founded Gabinete de Asesores Documentalistas, one of Spain’s first firms in information and document organization. In 1996, she launched Inforarea, which became the country’s leading independent consultancy in records and information management. In 2008, Carlota established Gabinete Umbus to engage in multidisciplinary teams and global projects. Her clients include Spanish government bodies, the National Archives of Colombia and Chile, and multinational corporations. She also contributed to the EARK Consortium for EU eArchiving services.
Specializing in the digital transformation of records, Carlota bridges the gap between IT professionals and end users, ensuring successful implementations. Her strengths lie in integrating information and records management into business processes, and providing organizational assessments, training, and change management guidance.
A recognized authority in records management standardization, she chairs the Spanish UNE Technical Subcommittee (CTN50/SC1), leads the Spanish delegation to ISO TC46/SC11, and convenes WG8, responsible for the ISO 30300 series – Management systems for records. She is also active in the CEN 468 committee on digital preservation.
Education and knowledge-sharing are central to her mission. Carlota teaches in university programs and professional courses, and is frequently invited as a speaker in international conferences on information and archives management.
Early in her career, Carlota worked at Arthur Andersen Madrid in their Documentation Center and completed a traineeship in Documentation for the European Commission in Madrid and Brussels. She holds a degree in History and Geography (Universidad Complutense, 1981) and a postgraduate qualification in Archives and Documentation (Spanish National Library School, 1982).
